The report lays out the state of DMC in Illinois in 2005, out lines the approach to reducing DMC, examines the status of the efforts to reduce DMC, and makes recommendation to further address the issue.

Race as a Factor in Juvenile Arrests   Hennepin County Disproportionate
Minority Contact Study

 

The report provides a brief review of the research literature examining race as a factor in juvenile arrests. It then analyzes recent data from the Federal Bureau of Investigation’ s National Incident Based Reporting System for evidence of racial biases in juvenile arrests for violent crime.

 

DMC study that invest igates factors associated with high numbers of African American youth in Extended Jurisdiction Juvenile (EJJ) and Adult Certification cases in Hennepin County Minnesota. The study looked at motions and dispositions of youth who met the eligibility criteria between July 1, 2003 and June 30, 2004.

Georgia’s Plan to Reduce DMC   Adolescents, Neighborhoods and Violence: Recent Findings from the Project on Human Development in Chicago Neighborhoods.

 

This report includes an overview of statistics regarding DMC trends over the 15 years preceding 2003. Dr. John Speir’s study of DMC in Georgia finds that "race seems to play a significant role in decision making only at the detention stage" and that "non-white males and females are more than twice as likely to be detained compared to whites". Thus, Georgia’s plan to reduce DMC concentrates on reducing the detention of minority juveniles through the reduction of "levels of serious and violent offenses committed by minority offenders".

 

This report brings together four separate papers written using data from the Project on Human Development in Chicago Neighborhoods (PHDCN). The PHDCN, conducted in 1995-96 looked at residents of 343 neighborhoods in Chicago, interviewing 25-50 residents of each neighborhood, resulting in 8782 surveys.

Additionally, 27000 observations were made by researchers regarding neighborhood conditions. At the same time, a longitudinal study of youth was conducted in 80 neighborhoods- 6212 participants from 7 age cohorts (0-18) with data collected in 3 waves. The PHDCN has yielded large amounts of data that have since been used to study the effects of neighborhood composition on youth attitudes and behaviors surrounding crime,
along with many other factors.

The report lays out the state of DMC in Illinois in 2005, outlines the approach to reducing DMC, examines the status of the efforts to reduce DMC, and makes recommendation to further address the issue.

 

This pamphlet is an overview of DMC in Illinois and the efforts being made through private initiatives to combat it. Information is provided regarding several different Initiatives and their
efforts to reduce DMC in the juvenile justice system and the models they use to establish programs in various states.
