Disproportionate Minority Contact and/or
Confinement (DMC)

It is acknowledged that the United States Constitution guarantees all citizens equal treatment under the law. It entitles persons who commit the same types of offenses and have similar criminal histories to equal treatment by the police, the prosecutors and the courts, regardless of their race, ethnicity or gender. It entitles all individual to be regarded the same.


However, according to national research, this does not happen. In almost every state, persons of color, especially African Americans, are treated more harshly than their white counterparts. They are more likely to be detained, to be formally in court, and to be confined to state correctional systems than whites who have committed the same types of offenses and have similar criminal histories. It is recognized, and it is alarming, that Disproportionate Minority Contact and/ or Confinement (DMC) is creating a crisis for African Americans in the United States. Therefore, in 2006, the National Association of Blacks in Criminal Justice has adopted DMC as its National Program Plan.
